LINCOLN — A group of young people descended on the Capitol on Wednesday in hopes of convincing state lawmakers to support adding a “Green Amendment” to the Nebraska Constitution.

Such an amendment — which would require approval by Nebraska voters — would give citizens a legal right to a “clean and healthy environment,” including “pure water,” clean air and “healthy soils.”

Advocates said the language would grant citizens and communities a pathway to sue state regulators if they weren’t taking steps to protect the environment, or had taken steps that harm it. Some cited the example of the AltEn ethanol plant in Mead, which had skirted state environmental rules for years before the state eventually shut it down in 2021.

“We are here to fight for the right of a livable environment,” said Sara Holler, a Washington, D.C.-based activist with the youth-led environmental group, Capitol Hill Academy.

“The future for our generation should not be up for debate,” added Lake Liao, the founder and executive director of that organization, who said the younger generation would have to live with the consequences of failing to protect the environment.

But detractors of the effort, including Gov. Jim Pillen, indicated that such an amendment could empower governmental entities to “destroy private property rights.”

“Ill-defined constitutional amendments are dangerous to Nebraskans,” said Laura Strimple, the governor’s spokeswoman.

She said lawsuits could conceivably force homeowners to abandon Kentucky bluegrass lawns as not “native flora and fauna,” as outlined in the amendment. It also could restrict the amount of corn and soybeans planted in the state to provide a “balanced ecosystem.”

Holler and Liao were among speakers attending a rally and legislative hearing Wednesday over the proposed constitutional amendment.

State Sen. George Dungan of Lincoln is the main sponsor of the proposal, Legislative Resolution 22CA. He said Wednesday that he introduced the measure after being inspired by the activism of young people to protect the environment.

Three states, Montana, New York and Pennsylvania, currently have green constitutional amendments, with at least nine states, including Iowa, considering similar proposals.

On Wednesday, more than 20 high school students with the Nebraska affiliate of the national group, Students for Sustainability, and members of Sustain UNL, a group based at the University of Nebraska-Lincoln, wore bright-green T-shirts and carried placards reading “No Nature? No Future” and “Protect Our Planet.”

Mia Perales, a UNL student studying environmental engineering, said a Green Amendment would allow citizens in her home neighborhood of South Omaha a way to force regulators to address odor and wastewater issues associated with meat processing plants there.

Evalina Sain, an Omaha Central High School student and executive director of the local Students for Sustainability chapter, said Nebraska loses young college graduates because the state hasn’t embraced more progressive steps to protect the environment.

Investment in clean energy and the environment, she added, also provides jobs.

But the lone opponent to testify in person against LR 22CA during the legislative hearing, predicted that lawsuits spawned by a Green Amendment would cost the state billions in court judgments and legal costs.

“Liberal lawyers,” according to Omaha attorney David Begley, would file dozens of lawsuits claiming that the state has failed to protect citizens from contamination in groundwater and protect butterflies from chemicals.

“In my opinion, this is the most extreme and expensive bill that has ever been offered in the Unicameral,” Begley said. “Our budget deficit will skyrocket.”

He said it would be cheaper to ship proponents of the Green Amendment to “Santa Monica” (California), where they would discover “mankind can’t control the climate.”

Proponents said Green Amendments have not opened “the floodgates” to more lawsuits in other states or inspired frivolous legal action. Dungan said states with such amendments have seen an average of three to 10 new lawsuits a year.

Senators on the Legislature’s Natural Resources Committee asked several questions about what a Green Amendment would allow.

State Sen. Jana Hughes of Seward, for instance, asked whether it would allow her to sue neighbors if the nitrate levels in her groundwater exceeded safe levels for drinking.

Sheridan Macy, an Omaha native and lawyer who drafted the proposed amendment for Nebraska, said it would allow the senator to file a lawsuit against state and local regulators who might have failed to take steps to avoid nitrate contamination in local aquifers.

“Nebraska is a great place to grow up and raise a family,” Macy said. “(But) if we do not take steps to protect our environment, that will change.”

The committee took no action on LR 22CA after the hearing.

Macy said if the Legislature fails to act, people would consider an initiative petition drive to put the issue on the ballot.

Lincoln, NE –&nbsp;Advocates from the Alzheimer’s Association gathered at the Nebraska State Capitol for Advocacy Day, meeting with state senators to discuss legislative initiatives aimed at improving care and support for those affected by Alzheimer’s and other dementias. The discussions centered around two key bills:&nbsp;LB253&nbsp;and&nbsp;LB61.

LB253&nbsp;seeks to ensure that insurance and Medicaid cover biomarker testing, which is crucial for achieving earlier and more accurate diagnoses.&nbsp;Biomarker testing allows for better treatment planning, helping patients and their families manage the disease more effectively. Early detection can improve patient outcomes, reduce healthcare costs, and enable families to plan for future care needs. Because diagnosis leads to lower costs of care for people living with dementia, access to biomarker testing can accelerate these cost savings.&nbsp;In a 2018 analysis, diagnosis led to projected cost savings of approximately $63,000 per person, of which $30,000 was in Medicare savings, $20,000 in Medicaid savings, and $13,000 in other savings.

LB61&nbsp;would require the Nebraska Department of Health and Human Services (DHHS) to file a Medicaid waiver amendment to address the reimbursement rates for memory care services.&nbsp;Currently, Medicaid reimbursement does not adequately cover the costs of specialized dementia care, forcing memory care communities to absorb financial shortfalls or reduce services. With the number of Nebraskans living with Alzheimer’s projected to increase beyond the current 35,100 cases, ensuring sustainable memory care funding is more critical than ever.

Alzheimer’s and other dementias are among the most pressing public health challenges of our time, affecting tens of thousands of Nebraskans and millions across the country. Memory care facilities provide a cost-effective alternative to nursing home care, yet without proper funding, many families face limited access to these essential services.

Molsen announced that Michael Reis, 29, of Omaha, Nebraska, was sentenced on February 25, 2025, in federal court in Omaha,&nbsp;for distributing fentanyl that resulted in death&nbsp;and for sex trafficking of a minor.&nbsp;&nbsp;United States District Judge Brian C. Buescher sentenced Reis to life imprisonment, on both charges, to be run concurrently.&nbsp;&nbsp;There is no parole in the federal system. After Reis’s release from prison, he will begin a five-year term of supervised release.

On March 12, 2022, Douglas County Sheriff’s Office deputies were dispatched to the Aspen Grove apartment complex for an unresponsive four-year-old.&nbsp; Upon arrival, deputies began CPR until an ambulance could take the child to Children’s Hospital and Medical Center.&nbsp; The child was later pronounced dead due to fentanyl toxicity. The investigation was led by the Douglas County Sheriff’s Office and the Drug Enforcement Administration’s Task Force Group 3.&nbsp; TFG3 consists of DEA special agents and local law enforcement officers that specialize in drug overdose investigations.&nbsp; The investigation found that Reis was a fentanyl pill dealer, and that on March 12, 2022, Reis went to Aspen Grove and sold Paris Hunt a fentanyl pill.&nbsp; This pill later wound up in the hands of the Hunt’s son.&nbsp; When Reis was arrested on the federal warrant, he talked with TFG3 investigators and denied responsibility, stating that “he didn’t want to sell it to her and that she begged me” for the pill.&nbsp; However, investigators were able to determine that Reis had sold pills on at least 35 other occasions to Paris Hunt.&nbsp; Reis also acknowledged the risks of selling pills containing fentanyl, telling investigators that he himself had overdosed and that he personally knew someone that died from an overdose.

“Today’s sentencing will not bring back the smiling four-year-old child who ingested a fake pill left lying on a table,” Drug Enforcement Administration Omaha Division Special Agent in Charge Steven T. Bell said. “But, Michael Reis will spend the rest of his life in prison, knowing that a pill he sold caused a beautiful soul to leave this earth and a community to grieve. Let this story serve as a tragic reminder that fentanyl in any form is deadly and no one is immune to this substance.”

The sex trafficking of a minor conviction resulted from an investigation by the Omaha Police Department and Homeland Security Investigations.&nbsp; In July 2022, investigators met with a runaway that had been found.&nbsp; This 15-year-old told investigators that she met “Menace Primes” on Facebook and that she was eventually sold for sex.&nbsp; After an “interview,” which consisted of sending nude photos, the 15-year-old was later advertised on commercial sex websites.&nbsp; Investigators were able to determine that Menace Primes was Reis.&nbsp; Reis’s phone was seized as part of the overdose investigation, and investigators found that Reis self-described himself as a pimp.&nbsp; Evidence of Reis’s sex trafficking of the 15-year-old was found on the phone as he “shopped her around.”&nbsp; The 15-year-old would beg Reis for money to buy food, which Reis refused telling her that she didn’t “work” enough.&nbsp;

After being arrested on the federal warrant for the sex trafficking charge, Reis agreed to speak with investigators.&nbsp; Reis told investigators he looked for vulnerable women because he knew they were desperate.&nbsp; He would have sex with them and have them call him daddy to establish an emotional bond.&nbsp; “I want you to feel like I’m daddy, I want you to feel like I’m who matters…listen, if I don’t matter than how am I going to be able to get what I need from [them].&nbsp; It was just easy money for me.&nbsp; I want them to console in me, trust me, and soon as I get what I need I’m gone.”&nbsp; Reis admitted that after the last time he sold the 15-year-old for $500, he took all of the money and left, never talking to her again.

“For years, Reis exploited those weaker and more vulnerable than him, perpetuating a cycle of abuse that devastated countless lives. Today, that cycle ends,” said U.S. Immigration and Customs Enforcement Homeland Security Investigations Kansas City Special Agent in Charge Mark Zito. “The successful partnership between HSI and the Omaha Police Department was critical in uncovering Reis’s horrific crimes and delivering justice. This sentencing serves as a stern warning to those who seek to exploit the vulnerable: HSI and our law enforcement partners are committed to identifying, investigating, and prosecuting traffickers to ensure they face the full force of the law.”

On September 5, 2024, Reis pled guilty to sex trafficking of a minor. On October 9, 2024, a jury found Reis guilty of selling the fentanyl that resulted in the death of the 4-year-old boy.&nbsp;

LINCOLN — Nebraska’s high school sports will comply with President Donald Trump’s executive order banning transgender athletes from competing on women’s sports teams inconsistent with their sex at birth.

The Nebraska School Activities Association (NSAA), the governing body for most high school sports, announced Monday that its eight-member board of directors had unanimously adopted a resolution last week stating that it would comply with the President’s order “until further notice” and follow state and federal law.

Trump signed an executive order Feb. 5 that pledges to rescind federal funds from any “educational program” that fails to comply with his ban. The order asks federal agencies to interpret Title IX — the civil rights law that bans sex-based discrimination — so that federal funding could be withdrawn if transgender athletes were allowed to compete.

The decision means that NSAA will scrap, for now, its 9-year-old policy that had allowed trans athletes to compete if they met several criteria, including proving, via a medical examination and physiological testing, that they did not possess “physical or physiological advantages over genetic females of the same age group.”

To win approval under the NSAA policy, a transgender girl also would have to show at least one year of hormone treatment related to gender transition or have gone through gender reassignment surgery.

Since 2018, eight students had applied under the NSAA policy, according to a spokesperson. The organization declined to say how many students had been approved to play under the policy.

An official with OutNebraska, which lobbies for LGBTQ rights, said the NSAA’s&nbsp;position change was understandable “given the current push at the federal level to exclude all trans youth from sports.”

Abbi Swatsworth, OutNebraska’s executive director, said the organization opposed the NSAA policy when it was first introduced. Advocates had said the NSAA policy could dissuade some families from applying for sports participation.

“As I recall, no one was happy with the policy on either side of the issue … we understand the NSAA’s position at this time,” Swatsworth said.

In a tweet on X, Gov. Jim Pillen said he was pleased that NSAA would comply with the president’s order, as well as an executive order he signed in 2023 that established the “Nebraska Women’s Bill of Rights,” which defined male and female for state agencies, not all areas of government.

“Nebraskans want their sisters, daughters, and granddaughters to have a fair shot in girls’ sports, and don’t want boys invading girls’ locker rooms and playing fields,” Pillen wrote.

Online responses to Pillen’s tweet were mostly positive, with several saying it made common sense. Some detractors questioned why state lawmakers weren’t dealing with “real issues,” like property tax relief, and why NSAA said it was complying “until further notice.”

Attempts to clarify what that part of the NSAA announcement meant were unsuccessful, as NSAA officials did not immediately respond to a Monday afternoon email message.

The governor backs a proposal this year,&nbsp;<a href="https://nebraskalegislature.gov/FloorDocs/109/PDF/Intro/LB89.pdf" target="_blank">Legislative Bill 89</a>&nbsp;from State Sen. Kathleen Kauth of Omaha, that would broaden a past effort focused on sex-based restrictions for K-12 school bathrooms and sports teams to cover colleges and all areas of state government and define “male” and “female” in state law.

Kauth has praised executive action but also has said her law is needed because executive orders can change under new administrations.

Omaha Sen. Megan Hunt, who has championed transgender rights while in the Legislature and is a member of the Government, Military and Veterans Affairs Committee handling LB 89, said that NSAA’s decision to comply with the Trump mandate might nullify the need for the bill.

“But I also think opponents to equality like (Senator) Kauth won’t be happy until prohibitions exist in Nebraska law, too,” Hunt said.

Ralston Sen. Merv Riepe also said that Trump’s order may make LB 89 “irrelevant.” Riepe added that he doubted that LB 89 has the support right now of 33 senators needed to fend off a promised filibuster and pass.

“The feds always win and they have the funds,” Riepe said. “If Trump’s executive order can stand for the four years of his term, then LB 89 can wait four years.”

Riepe, who opposed a Kauth bill in 2024 limited to sex-based sports participation in K-12 sports, said he didn’t yet know how he’d vote on Kauth’s latest bill.&nbsp;

His “bottom line” is protecting organized women’s sports, which he said he isn’t sure that includes youth sports in grades K-6. The committee has taken no action on the bill.

Fischer Announces Commerce Subcommittee Assignments & Chairmanship

(Lincoln, Neb.)&nbsp;&nbsp;— The Nebraska State Patrol has arrested the suspect in a Friday evening homicide in rural Harvard.

Sunday, troopers served an arrest warrant for Toby Gray. Gray is currently receiving treatment for a self-inflicted gunshot wound at Bryan Health West Campus in Lincoln.

At approximately 8:30 p.m. Friday, the Clay County Sheriff’s Office requested the Nebraska State Patrol’s assistance in response to a homicide that had occurred at 1640 Road 322, in rural Harvard.

Deputies had responded to that address after receiving a 911 call from the suspect threatening harm against the victim. Upon arrival, deputies located a deceased female with multiple gunshot wounds and a male with an apparent self-inflicted gunshot wound. There were also three young children inside the home when deputies arrived. The children were taken into protective care and have been placed with family.

NSP investigators have determined that the male subject, Toby Gray, 39, entered the home and shot the victim, Heather Gray, 35. Toby Gray then shot himself. The two were married, but authorities have learned that Heather Gray was planning a divorce.

Toby Gray was transported to Aurora Memorial Hospital and was then flown to Bryan Health West Campus in Lincoln with life-threatening injuries, where he remains at this time.

Gray has been arrested for first degree homicide and use of a weapon to commit a felony. Following service of the arrest warrant, custody of Gray has been transferred from troopers to the Clay County Sheriff’s Office.

Clay County Homicide Suspect Arrested for Murder

Lightning is striking the landscape of local schools. The organization of Lutheran schools of Central Nebraska is getting an “exciting” shakeup as Heartland Lutheran High School will become Grand Island Lutheran High, among other changes.

The Trinity Lutheran Church council and congregation, as well as the delegates of Heartland Lutheran High School have all voted in favor of an acquisition of the high school by Trinity Lutheran.

“We are thrilled to be making this exciting announcement,” said Andy Rathe, current principal of Trinity Lutheran. “After a year of working with all the parties involved, we are ready to celebrate the future of Lutheran education under one umbrella.”

A new organization, Central Nebraska Lutheran Schools, has been formed and on July 1 will officially unite Trinity Lutheran School with the newly named Grand Island Lutheran High. Trinity will become a PreK-6 school and Lutheran High will be 7-12.

Officials say the main reason for this unification is to continue and strengthen Lutheran education in Central Nebraska. By combining Trinity Lutheran and the high school, for the first time there will be a unified Pre-K through 12th grade Lutheran option in Grand Island.

“Many people didn’t realize Trinity and Heartland Lutheran were separate school organizations,” Rathe said. “Heartland Lutheran has had a wonderful 25 years serving the area. Trinity Lutheran has been around for more than 140 years. We’re looking forward to the next 140 years together as Central Nebraska Lutheran Schools.”

Heartland Lutheran will remain in operation through the end of this school year. Starting in the fall, Grand Island Lutheran High will be the school’s name.

“We’re excited to present the Grand Island Lutheran High Lightning,” Rathe said. “In the Bible, lightning often represents God’s power and majesty. As a Christian school, we work to cultivate Christ-centered students who are equipped to thrive and serve.”

All students currently enrolled will be able to stay in the school. Any students can reach out to either Trinity Lutheran or Heartland Lutheran to enroll for the fall.

Logistically, some changes will be coming. The current 7th and 8th graders at Trinity will be moving out to the current Heartland Lutheran High School campus. Additionally, some of Trinity’s middle school staff will be making the move as well.

Brad Keasling is the Gift Planner at Trinity Lutheran Church and School. He said ultimately this change came down to ensuring Lutheran education had a strong future in Grand Island and the region.

New Organization, High School Name Coming in Form of Central Nebraska Lutheran Schools

CUPERTINO, CALIFORNIA —Apple on Monday announced its largest-ever spend commitment, with plans to spend and invest more than $500 billion in the U.S. over the next four years, according to a media release from the company.

 This new pledge builds on Apple’s long history of investing in American innovation and advanced high-skilled manufacturing, and will support a wide range of initiatives that focus on artificial intelligence, silicon engineering, and skills development for students and workers across the country.

“We are bullish on the future of American innovation, and we’re proud to build on our long-standing U.S. investments with this $500 billion commitment to our country’s future,” said Tim Cook, Apple’s CEO. “From doubling our Advanced Manufacturing Fund, to building advanced technology in Texas, we’re thrilled to expand our support for American manufacturing. As part of this package of U.S. investments, Apple and partners will open a new advanced manufacturing facility in Houston to produce servers that support Apple Intelligence, the personal intelligence system that helps users write, express themselves, and get things done. Apple announces historic $500 billion U.S. investment

On February 10, 2025, Timothy Tesmer, Nebraska's Chief Medical Officer, revoked the license of Curlee M. Schneiders, L.P.N., in response to a petition filed by the Nebraska Attorney General's Office. The petition charged her with gross incompetence or gross negligence and unprofessional conduct, including failing to utilize appropriate judgment in administering safe nursing practice, failing to exercise technical competence, failure to follow policies of the facility, failure to exercise supervision over persons authorized to practice under the direction of a licensed nurse, and committing any act which endangers patient safety or welfare.&nbsp;

According to the petition, Schneiders was employed and working as a licensed practical nurse at E.N.V.H., Bellevue, Nebraska, on June 2, 2024. An elderly male veteran (Patient) requested a snack and was brought to a common area where Schneiders was sitting at the nurse's station. Schneiders was wearing headphones.

At Schneiders' direction, a certified nurse assistant provided the Patient with food that did not meet the criteria for his required soft diet. Schneiders was in the room during the entirety of the time the Patient attempted to consume his food but glanced at him only briefly. In video surveillance, the Patient was seen choking while Schneiders was in the room. The Patient lost consciousness and remained unconscious without Schneiders' assistance for approximately 10 minutes. During this time, the certified nurse assistant was responding to other patients. The elderly male veteran did not survive.

Dr. Tesmer found Schneiders committed gross negligence and “shockingly unprofessional conduct”, failed to properly supervise the certified nurse assistant, and that her actions constituted gross negligence as she was the only staff member who had the opportunity to adequately monitor the Patient while he ate. Schneiders' nursing license was revoked effective February 20, 2025.

United States District Judge Susan M. Bazis sentenced Deleon to a total of 57 months’ imprisonment. There is no parole in the federal system. After Deleon’s release from prison, he will begin a 3-year term of supervised release.

On or about May 12, 2014, a Confidential Informant (“CI”) working with the Central Nebraska Drug and Safe Streets Task Force arranged to purchase one ounce of meth for $1,100 in Grand Island.&nbsp; The CI and Deleon met at a location, where the CI gave the money to Deleon in exchange for 23 grams of actual meth.&nbsp;

On or about May 22, 2014, the same CI from the buy on May 12, arranged to purchase another one-ounce quantity of meth for $1,100 from Deleon.&nbsp; The CI and Deleon met at a location, where the CI gave the money to Deleon in exchange for another 23 grams of actual meth.

Deleon was originally set for an entry of plea in July of 2015.&nbsp; He failed to appear for that hearing and did not appear again, until he was arrested in Houston, Texas in June of 2024.

Central Nebraska Man Sentenced to Over 4 Years for Distribution of Methamphetamine

Acting United States Attorney Matthew Molsen announced that Robert Burkhardt, 56, of Grand Island, Nebraska, was sentenced February 19, 2025, in federal court in Omaha for conspiracy to distribute and possession with intent to distribute 500 grams or more of methamphetamine. Chief United States District Judge Robert F. Rossiter, Jr. sentenced Burkhardt to 57 months’ imprisonment. There is no parole in the federal system. After Burkhardt is released from prison, he will begin a 3-year term of supervised release.

On January 30, 2024, co-conspirators Jolene Armentrout and Lonnie Mason flew from Omaha to Los Angeles, California, and purchased 25 pounds of methamphetamine. Meanwhile, Burkhardt drove Mason’s car from Omaha to Las Vegas, Nevada, with co-conspirator Stephanie Cummings. Burkhardt and Cummings met Armentrout and Mason in Las Vegas.

Mason and Cummings then flew back to Nebraska while Armentrout and Burkhardt drove to California from Las Vegas and picked up the 25 pounds of methamphetamine purchased by Armentrout and Mason. Armentrout and Burkhardt then drove the 25 pounds of methamphetamine back to Nebraska and arrived on February 4, 2024. Law enforcement conducted a traffic stop of the vehicle and located the 25 pounds of methamphetamine contained in a hidden compartment.

Cummings pled guilty to possession with intent to distribute 500 grams or more of methamphetamine and sentencing is scheduled for April 9, 2025. Armentrout pled guilty to conspiracy to distribute and possession with intent to distribute 500 grams or more of methamphetamine and is scheduled for sentencing on March 19, 2025. Mason pled guilty to conspiracy to distribute and possession with intent to distribute 500 grams or more of methamphetamine and is scheduled for sentencing on May 7, 2025.

This case was investigated by the Drug Enforcement Administration and Omaha Police Department. This effort is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) operation. United States Attorney's OfficeActing United States Attorney Matthew Molsen announced that Robert Burkhardt, 56, of Grand Island, Nebraska, was sentenced February 19, 2025, in federal court in Omaha for conspiracy to distribute and possession with intent to distribute 500 grams or more of methamphetamine. Chief United States District Judge Robert F. Rossiter, Jr. sentenced Burkhardt to 57 months’ imprisonment. There is no parole in the federal system. After Burkhardt is released from prison, he will begin a 3-year term of supervised release.On January 30, 2024, co-conspirators Jolene Armentrout and Lonnie Mason flew from Omaha to Los Angeles, California, and purchased 25 pounds of methamphetamine. Meanwhile, Burkhardt drove Mason’s car from Omaha to Las Vegas, Nevada, with co-conspirator Stephanie Cummings. Burkhardt and Cummings met Armentrout and Mason in Las Vegas.<figure>

Law enforcement conducted a traffic stop of the vehicle and located the 25 pounds of methamphetamine contained in a hidden compartment.Cummings pled guilty to possession with intent to distribute 500 grams or more of methamphetamine and sentencing is scheduled for April 9, 2025. Armentrout pled guilty to conspiracy to distribute and possession with intent to distribute 500 grams or more of methamphetamine and is scheduled for sentencing on March 19, 2025. Central Nebraska Man Sentenced for Conspiracy to Distribute and Possession with Intent to Distribute Methamphetamine

On Feb. 21, U.S. forces conducted a precision airstrike in Northwest Syria, killing Wasim Tahsin Bayraqdar, a senior leadership facilitator of the terrorist organization Hurras al-Din (HaD), an Al-Qaeda affiliate, according to a statement from the U.S. Central Command.

"The airstrike is part of CENTCOM's ongoing commitment, along with partners in the region, to disrupt and degrade efforts by terrorists to plan, organize, and conduct attacks against civilians and military personnel from the U.S., our allies, and our partners throughout the region and beyond."

Many policies are symbolic, meant to reassure residents that the city isn’t taking part in immigration enforcement.

Even as the Trump administration criticizes state and local sanctuary policies as an impediment to its deportation aims, officials touting the policies are finding there isn’t much they can do to prevent immigration arrests.

Some states and counties are nonetheless defending their sanctuary policies as a way to slow arrests, especially for purely immigration-related offenses, and to assure residents that local leaders are not taking part in the Trump administration’s deportation plans.

Localities in Connecticut, Oregon and Washington joined a&nbsp;<a href="https://www.sfcityattorney.org/2025/02/07/san-francisco-leads-lawsuit-protecting-sanctuary-jurisdictions-from-illegal-federal-overreach/" target="_blank">February lawsuit</a>&nbsp;led by the city and county of San Francisco and Santa Clara County in California against a Trump administration executive order calling for defunding cities with sanctuary policies, calling the order “illegal and authoritarian.” California is also&nbsp;<a href="https://calmatters.org/justice/2024/12/sanctuary-cities-san-diego-letter/" target="_blank">preparing to defend</a>&nbsp;its state policies limiting cooperation with immigration authorities, based on a 2017 law that withstood a court challenge under the first Trump administration.

The laws under scrutiny generally limit cooperation with federal immigration authorities. The policies either prevent local officials from holding prisoners for immigration arrests or, alternatively, from notifying immigration authorities what time prisoners will be released, so federal agents can arrest them on immigration charges that could lead to deportation. There are generally exceptions for some serious crimes.

Chicago, Philadelphia and Seattle — all high-profile sanctuary locations — are among the cities that have seen&nbsp;<a href="https://www.nbcnews.com/news/us-news/are-cities-ice-raids-are-taking-place-rcna189390" target="_blank">Immigration and Customs Enforcement arrests</a>.

ICE can always find other ways to arrest a person, but it’s harder without local cooperation.

“You’re adding to the time and expense and resources ICE needs,” said Kathleen Bush-Joseph, a policy analyst for the Migration Policy Institute, a Washington, D.C., think tank devoted to immigration policy.

She noted a 2018&nbsp;<a href="https://www.cato.org/blog/california-trust-act-reduced-deportations" target="_blank">report</a>&nbsp;from the CATO Institute, a libertarian think tank, suggesting that deportations fell in California after a 2013 law limited cooperation with ICE for minor and immigration crimes, though they later rose again.

“There is suggestive evidence that sanctuary policies reduce deportations but many reasons to also be skeptical of big effects,” the report concluded.

Most deportation arrests happen when ICE agents get fingerprint records from jails, whether run by city governments or independently elected sheriffs as they are in many counties, and identify people subject to court deportation orders. All jails regardless of sanctuary policy send the fingerprints for federal background checks during the booking process.

Still, federal officials complain that sanctuary policies can force them to arrest people on the street where it’s more dangerous and time-consuming than a transfer of custody inside a jail.

That happened recently in heavily Democratic Tompkins County in upstate New York, where the county and the city of Ithaca reaffirmed their sanctuary policies after criticism by the Trump administration.

A man who had been held in the county’s jail since 2023 was released on a judge’s order in late January, before ICE agents could arrive to arrest him for deportation. Several agencies, including state police, later arrested him in a parking lot in a show of force, according to&nbsp;<a href="https://cnycentral.com/news/local/federal-government-challenges-ithacas-sanctuary-city-policy-with-arrest" target="_blank">local press accounts</a>.

The 27-year-old man, a citizen of Mexico, had been identified for deportation in early January because he had returned to the United States after being deported seven times in 2016. He pleaded guilty to charges of assaulting a police officer and a jail guard and was sentenced to time served.

After the ICE arrest, acting U.S. Deputy Attorney General Emil Bove criticized the county, writing in a Jan. 30&nbsp;<a href="https://www.justice.gov/opa/pr/violent-illegal-alien-arrested-after-release-local-jail-despite-federal-arrest-warrant" target="_blank">statement</a>: “We will use every tool at our disposal to prevent sanctuary city policies from impeding and obstructing lawful federal operations designed to make America safe again.”

Tompkins County Attorney Maury Josephson, in a statement to Stateline, called Bove’s statement “false and offensive.” Josephson wrote that the sheriff, Derek Osborne, had notified ICE about the prisoner’s release and that federal agents “had every opportunity to come to the jail to obtain the individual in question without any need for a pursuit or other incident.”

Many sanctuary policies are mostly symbolic, meant to assure residents that the city isn’t taking part in federal immigration enforcement. Many policies say city employees will not ask about immigration status when people seek services.

Some sanctuary policies can help indirectly fight deportations by providing legal help and advice for immigrants on how to respond to questions from federal agents, said Jennifer Ibañez Whitlock, a supervisory policy and practice counsel for the American Immigration Lawyers Association.

“There have been some steps forward in creating an immigration public defender system, but it’s not available at the federal level yet,” Ibañez Whitlock said. That can make it tricky when an immigration prisoner is moved to another state for detention, and they could lose their legal representation, she said.

Sanctuary policies also aim to improve public safety by assuring immigrants it’s safe for them to report and help investigate crimes. Often the policies forbid asking questions about immigration status for people seeking services.

“For us it’s simple. We are striving to create a culture of trust and security within our communities so that our residents know that they can come to the county when they are in need or when they can be of help,” said Tony LoPresti, county counsel for Santa Clara County, California, during a news conference announcing the San Francisco lawsuit this month.

“That includes feeling safe coming to local law enforcement to report crimes or to participate in investigations without fearing that they or their loved ones face deportation,” LoPresti added.

WASHINGTON —For the second time within 48 hours, the U.S. conducted a Bomber Task Force Mission in the Middle East on Thursday, demonstrating force projection capabilities and partner nation integration in the region, according to a statement from the U.S. Central Command.

Two B-52s from RAF Fairford, U.K., flew across Europe and six partner countries in CENTCOM's area of responsibility during their mission, which included aerial refueling and training missions at ranges. 

Additionally, one partner nation provided fighter escorts for the bombers throughout the mission.

U.S. forces conducted a similar Bomber Task Force Mission in the Middle East on Monday.

Show of force: Second U.S. bomber task force mission this week

Conservative cities and states across the country have taken to President Donald Trump’s deportation plans and are increasing cooperation with federal authorities — even seeking new laws against illegal immigration that would be enforced by local and state police.

Florida’s legislature held a special session last week and&nbsp;<a href="https://floridaphoenix.com/2025/02/13/florida-legislature-passes-immigration-bills-the-governor-is-expected-to-sign/" target="_blank">passed legislation</a>&nbsp;creating a state-level immigration enforcement operation. Tennessee’s&nbsp;<a href="https://tennesseelookout.com/2025/01/30/tennessee-house-passes-immigration-enforcement-bill-aclu-plans-legal-challenge/" target="_blank">new law</a>&nbsp;creates a similar office and makes it a felony for public officials to back sanctuary policies.

The New Hampshire House&nbsp;<a href="https://www.newsfromthestates.com/article/house-democrats-join-republicans-passing-anti-sanctuary-city-bill-pointing-compromise" target="_blank">overwhelmingly</a>&nbsp;passed legislation that would prohibit sanctuary cities, though that bill has a competing version in the state Senate. And last week, Georgia’s Senate&nbsp;<a href="https://georgiarecorder.com/2025/02/13/georgia-senate-passes-bill-to-take-lawsuit-immunity-away-from-so-called-sanctuary-cities/" target="_blank">passed</a>&nbsp;a bill that would allow local government employees and officials in sanctuary cities to be held civilly liable for any crimes committed by immigrants without permanent legal status.

Six Colorado counties are&nbsp;<a href="https://www.douglas.co.us/douglas-county-appeals-denver-judges-dismissal-of-immigration-lawsuit/" target="_blank">suing the state</a>&nbsp;over its sanctuary policies, and Indiana is&nbsp;<a href="https://www.insideindianabusiness.com/articles/ag-sues-st-joe-county-police-over-alleged-lack-of-cooperation-with-immigration-officials#:~:text=%2D%20Indiana%20Attorney%20General%20Todd%20Rokita,to%20honor%20ICE%20detainment%20requests" target="_blank">suing one of its counties</a>&nbsp;over immigration enforcement.The New Hampshire House&nbsp;<a href="https://www.newsfromthestates.com/article/house-democrats-join-republicans-passing-anti-sanctuary-city-bill-pointing-compromise" target="_blank">overwhelmingly</a>&nbsp;passed legislation that would prohibit sanctuary cities, though that bill has a competing version in the state Senate. And last week, Georgia’s Senate&nbsp;<a href="https://georgiarecorder.com/2025/02/13/georgia-senate-passes-bill-to-take-lawsuit-immunity-away-from-so-called-sanctuary-cities/" target="_blank">passed</a>&nbsp;a bill that would allow local government employees and officials in sanctuary cities to be held civilly liable for any crimes committed by immigrants without permanent legal status.In Louisiana, Republican Attorney General Liz Murrill last week&nbsp;<a href="https://lailluminator.com/2025/02/14/new-orleans-sanctuary/" target="_blank">filed a motion</a>&nbsp;in U.S. District Court in New Orleans to force the Orleans Parish Sheriff’s Office to abandon its sanctuary approach.Despite Trump’s pledge to deport millions of people living in the United States illegally, the key targets so far have been the roughly&nbsp;<a href="https://www.washingtonpost.com/immigration/2024/12/19/immigration-enforcement-deportations-biden/" target="_blank">750,000 people</a>&nbsp;who already have open deportation orders signed by a judge, said Kathleen Bush-Joseph, a policy analyst for the Migration Policy Institute, a Washington, D.C., think tank devoted to immigration policy.Suburban Nassau County on Long Island, New York, is one locality planning closer cooperation with immigration authorities. The county voted Republican in last year’s presidential race for the first time since 1988.The county has agreed to allow 10 detectives to help arrest wanted immigrants with criminal convictions and to hold them for up to 72 hours, in exchange for reimbursement from ICE, County Executive Bruce Blakeman, a Republican, said in a statement.The partnership gives Nassau County more leeway to hold people on suspicion of immigration violations than it would have if it were acting independently, he wrote, because of&nbsp;<a href="https://ag.ny.gov/sites/default/files/2025-01/oag-immigrationenforcement-guidance-1.10.pdf" target="_blank">state guidance</a>&nbsp;questioning the legality of jailing someone after their release by a court.
