US embassy advises Americans to leave Syria

WASHINGTON — U.S. Capitol Police Chief Thomas Manger testified Wednesday that more than 700 threats against members of Congress were made during the last month alone, with at least 50 cases of people making false 911 calls in an attempt to get police teams to respond to lawmakers’ homes, often called “swatting.”

Manger, who took over the police department following the Jan. 6 attack, said the agency has done a relatively good job bolstering security at the Capitol building during the last few years, but needs more officers and money to address lawmakers’ security when they are back home or at offsite events.

Manger pointed to the dignitary protection division, which is responsible for keeping congressional leadership safe wherever they go, as “woefully understaffed.”

“We provide the protection at the level it needs to be. But you do that through officers working double shifts and averaging … 50 hours of overtime every pay period,” Manger said.

The division that protects leadership currently holds about 250 officers, but Manger pressed for that to be doubled to at least 500.

“And not only can we provide protection for the leadership 24/7, but when we have people that have threats against them that require us to stand up temporary details, we can do that,” Manger said. “Because right now, when we do it, we’re robbing Peter to pay Paul. We’re yanking somebody off another detail to stand up a detail to help someone for a temporary threat situation.”

There are numerous situations, he testified, where if USCP had more officers it could better protect lawmakers both on and off Capitol Hill. For example, USCP needs more than the 20 or so agents it currently has investigating threats against members of Congress.

Threats against lawmakers have been on the rise for years, but are having increasingly dire consequences. Just this week&nbsp;<a href="https://georgiarecorder.com/briefs/motorist-killed-as-police-respond-to-bomb-threat-targeting-marjorie-taylor-greene/" target="_blank">a woman in Georgia was killed</a>&nbsp;in what local police described as a “tragic chain of events” after an email falsely claimed there was a bomb in the mailbox at Republican Rep. Marjorie Taylor Greene’s home there.

Manger said during the&nbsp;<a href="https://www.c-span.org/video/?540508-1/us-capitol-police-chief-testifies-oversight-department&amp;live" target="_blank">hearing</a>&nbsp;in the Senate Rules Committee that lawmakers need to raise USCP’s spending levels to allow it to continue holding 12 recruiting classes per year of 25 officers each for the next few years.

The mandatory retirement age for USCP should also be raised from 60 to 65 to match the “tweak” the Secret Service holds that allows it to keep senior officers working above the ceiling of 57 years old for federal law enforcement, which Manger called “shameful” because he believes it is too low.

“We have people that are in the prime of their career at that age and they got to go. And so, you know, I’ve been able to get the Capitol Police Board to agree to extend it to the age 60. And I have several officers that I’ve spoken with just in the last month who are hitting 60 years old, and they said, ‘Chief, I don’t want to go,’” Manger said. “And you look at them, and they look like they’re 35 and they certainly can still do the job, physically, mentally, and they’re some of the best cops you’d ever want to work with. But I have no ability to hold on to them.”&nbsp;

December 13, 2024 (Lincoln, Neb.) — Today, the Nebraska Department of Transportation (NDOT) announced 11 proposals have been selected for funding in the ninth round of the County Bridge Match Program (CBMP). The program was created under the 2016 Transportation Innovation Act (TIA), with its funding renewed through LB1030, which Gov. Jim Pillen signed into law in April 2024. 

The CBMP provides funding to counties for the innovative replacement and repair of deficient county bridges. NDOT selects applications based on established criteria which emphasizes significance of community impact to essential services, local economic activity and daily life. LB1030 also created a new working group for a more collaborative selection approach, ensuring voices of local experts are part of the decision for awards. 

The ninth Request for Proposals (RFP) was announced in September, with $4 million to be distributed to counties across Nebraska. Proposals were submitted by 46 counties and included 70 bridges. 

Since the program’s inception, the County Bridge Match Program has: 

• Received 549 proposals of which 165 were selected. 

• Awarded over $34M to counties generating over $100M in construction activities. 

The CBMP funds 55 percent of eligible bridge construction cost (up to $500,000) with counties providing a 45 percent match. The Round 9 selected proposals include 11 counties and 15 bridges at a total estimated construction cost of $16.48 million, of which $4 million is from the CBMP. Selected proposals are listed on the NDOT website at: dot.nebraska.gov/projects/tia/bridge-match.

Stanley recalls travel mugs due to possible burn hazard

On Thursday, the FBI and DHS jointly issued a statement on reported drone sightings in New Jersey:

“We have no evidence at this time that the reported drone sightings pose a national security or public safety threat or have a foreign nexus. The FBI, DHS and our federal partners, in close coordination with the New Jersey State Police, continue to deploy personnel and technology to investigate this situation and confirm whether the reported drone flights are actually drones or are instead manned aircraft or otherwise inaccurate sightings.

“Historically, we have experienced cases of mistaken identity, where reported drones are, in fact, manned aircraft or facilities. We are supporting local law enforcement in New Jersey with numerous detection methods but have not corroborated any of the reported visual sightings with electronic detection. On Thursday President Joseph R. Biden granted clemency consisting of 39 pardons and 1,499 commutations.&nbsp;It's the largest single-day act of clemency in modern history.

KELSIE LYNN BECKLIN – Falcon Heights, Minnesota

Kelsie Lynn Becklin is a 38-year-old woman who pleaded guilty to a non-violent offense at the age of 21. After successfully serving her sentence, Ms. Becklin has furthered her education and recently completed a Ph.D. program. In addition to her graduate program research and academic writing, Ms. Becklin mentors previously incarcerated individuals who also seek to pursue higher education. Duran Arthur Brown is a 44-year-old man who pleaded guilty to a non-violent offense. Mr. Brown received early termination of his probationary sentence and has advanced his education and maintained consistent employment in the field of education. Mr. Brown is also a veteran of the U.S. Navy, and during his service, he was awarded the National Defense Service Medal and several other medals and awards. Following his honorable discharge, Mr. Brown served in the U.S. Navy Reserve. He is described by colleagues as caring and compassionate.

Norman O’Neal Brown is a 56-year-old man who was convicted of non-violent drug offenses when he was 22 years old. If Mr. Brown had been sentenced under current law and today’s sentencing practices, he likely would have received a shorter sentence. After serving over 20 years in prison, President Obama commuted his sentence in 2015. Since then, Mr. Brown has worked with several non-profit organizations, including those focused on rehabilitation, reentry, and justice-impacted youth. Mr. Brown volunteers at several national and community-based organizations that help support incarcerated and formerly-incarcerated people and serves as a board member for a non-profit dedicated to sentencing reform. ARTHUR LAWRENCE BYRD – Clinton, Maryland

Arthur Lawrence Byrd is a 58-year-old man who pleaded guilty to non-violent offenses at the age of 23. In the years since, Mr. Byrd has been employed as an equipment operator, where he has received various certificates in recognition and appreciation for his work and safety record. He is also active in his church community and contributes to the church’s coat drive and food pantry. People who know him attest to his willingness to help others, his work ethic, and his character.

SARAH JEAN CARLSON – Coon Rapids, Minnesota

Sarah Jean Carlson is a 49-year-old woman who pleaded guilty to a non-violent offense. She received early termination of her probationary sentence. Since then, she has furthered her education and worked in addiction counseling at a faith-based rehabilitation center. Ms. Carlson also volunteers in her local community and at her church. BRANDON SERGIO CASTROFLAY – Alexandria, Virginia

Brandon Sergio Castroflay is a 49-year-old man who pleaded guilty to non-violent, drug-related offenses at age 21. After successfully completing his sentence, Mr. Castroflay continued his career in the U.S. Army and then went on to work as a civilian for both the U.S. Army and the U.S. Air Force. Rosetta Jean Davis is a 60-year-old woman who pleaded guilty to non-violent drug offenses. After successfully serving her sentence, Ms. Davis has maintained steady employment, including by working as a peer supporter for those struggling with substance abuse. Stevoni Wells Doyle is a 47-year-old woman who pleaded guilty to non-violent offenses at the age of 24. GREGORY S. EKMAN – Fountain Valley, California

Terence Anthony Jackson is a 36-year-old man who pleaded guilty to a non-violent drug offense he committed when he was 23 years old. He reenlisted and served another four years, including during the Vietnam War, and was honorably discharged at the rank of Staff Sergeant. LINCOLN —&nbsp;A district judge considering a challenge to void Nebraska’s incoming medical cannabis laws denied a request Wednesday to block them from taking effect this week.

Lancaster County District Judge Susan Strong refused to prevent Gov. Jim Pillen from signing the proclamations by the end of the day on Thursday that would legalize and later regulate&nbsp;<a href="https://sos.nebraska.gov/sites/default/files/doc/elections/2024/2024%20Ballot%20Measures%20Pamphlet.pdf" target="_blank">medical cannabis</a>&nbsp;in Nebraska. Those would be the final steps of the voter-led process.

“I do not feel that there is about to be immediate and irreparable harm to the plaintiff’s interests,” Strong said at a Wednesday hearing. “I also find that the public interest does not favor issuance of the injunction.”

After Strong’s decision, a spokesperson for Pillen confirmed that “the governor will comply with his statutory duty to sign the proclamations by the required deadline.”

The&nbsp;<a href="https://nebraskaexaminer.com/2024/12/10/new-lawsuit-seeks-to-void-nebraska-medical-cannabis-ballot-measures/">broader lawsuit</a>&nbsp;arguing the measures violate federal law and unconstitutionally delegate lawmaking authority away from the Legislature continues in Strong’s courtroom. It was filed Tuesday against Pillen, Secretary of State Bob Evnen and the three sponsors of the ballot initiatives that&nbsp;<a href="https://nebraskaexaminer.com/2024/11/06/medical-cannabis-prevails-at-nebraskas-ballot-box-but-fate-depends-on-legal-challenges/">voters widely adopted in November</a>.

This is the second legal challenge against the measures led by John Kuehn, a former state senator, former member of the State Board of Health and a longtime marijuana opponent.

Attorneys for Pillen and the ballot sponsors argued in court that the request would force the governor to violate his constitutional duties.

Initiative Measure 437 passed with 71% of Nebraskans’ support to legalize up to 5 ounces of medical cannabis with a written doctor’s recommendation.

Initiative Measure 438 passed with 67% voter approval to regulate the drug through a newly created Nebraska Medical Cannabis Commission, whose licensing and regulatory authority broadly mirrors and includes the three members of the Nebraska Liquor Control Commission.

Once the measures become law, Nebraska will become the 39th state to authorize some form of medical cannabis. Nearly every state except Nebraska has legalized some form of cannabis or its derivatives, and about two dozen states allow recreational marijuana sales and distribution.

Pillen and four other state constitutional officers&nbsp;<a href="https://nebraskaexaminer.com/2024/12/02/results-certified-for-nebraskas-2024-general-election/">unanimously certified the Nov. 5 election results</a>&nbsp;during a Dec. 2 meeting.

The&nbsp;<a href="https://nebraskalegislature.gov/laws/articles.php?article=III-4" target="_blank">Nebraska Constitution</a>&nbsp;and&nbsp;<a href="https://nebraskalegislature.gov/laws/statutes.php?statute=32-1414" target="_blank">state law</a>&nbsp;give the governor a&nbsp;<a href="https://nebraskaexaminer.com/2024/11/26/whats-next-for-nebraska-medical-cannabis-paid-sick-leave-abortion-school-choice/">10-day deadline</a>&nbsp;after the election is certified to declare which ballot measures voters approved. Once that step is taken, the measures become law.

Pillen’s predecessor, U.S. Sen. Pete Ricketts, R-Neb., signed off on&nbsp;<a href="https://nebraskaexaminer.com/wp-content/uploads/2024/11/ricketts-ballot-measures-proclamations.pdf">eight ballot measures</a>&nbsp;that passed during his time as governor. Ricketts signed all eight measures within eight days. Pillen’s ninth day was Wednesday.

Attorney Daniel Gutman, speaking for the ballot sponsors of Nebraskans for Medical Marijuana, said the “status quo” is that the measures will become law with Pillen’s signature.

“I know that a handful of people in very powerful positions in the state are having a really hard time grappling with this election result, and frankly, they’re turning to the judiciary to overturn it,” Gutman said. “To say that an injunction preventing the overwhelming will of Nebraska voters is in those voters’ best interests is frankly offensive to the electorate.”

Kuehn attorney Eddie Greim of Kansas City, Missouri, argued that Strong should block Pillen from signing because the new laws would:

“It sort of creates a small insular government within a government that’s going to control an important new industry,” Greim said. “Whether all the benefits of this measure claimed by the proponents are ultimately realized is really going to depend on standards created from whole cloth by these commissioners.”

The Legislature can amend the laws and offer clarity, Greim said, though doing so would require a&nbsp;<a href="https://nebraskalegislature.gov/laws/articles.php?article=III-2" target="_blank">two-thirds majority</a>&nbsp;(33 votes) because the laws were enacted by the people.

Greim, one of four attorneys from his Kansas City firm assisting Kuehn, has a history of taking&nbsp;<a href="https://themissouritimes.com/governors-publicly-paid-impeachment-lawyer-registers-as-lobbyist/" target="_blank">high-profile cases</a>. He defended&nbsp;<a href="https://www.politico.com/news/2023/01/06/jan-6-probe-witness-lawyers-00076779" target="_blank">associates</a>&nbsp;of President-elect Donald Trump&nbsp;<a href="https://wisconsinexaminer.com/briefs/house-jan-6-committee-to-wait-for-court-ruling-before-enforcing-vos-subpoena/" target="_blank">after the 2020 election</a>&nbsp;and&nbsp;<a href="https://missouriindependent.com/2021/03/26/todd-graves-gets-high-powered-help-lobbying-for-university-of-missouri-curator-position/" target="_blank">former Missouri Gov. Eric Greitens against a 2018 impeachment threat</a>.&nbsp;

Kuehn’s team also includes out-of-state attorney Anne Mackin of Austin, Texas, a former Texas assistant attorney general and former legal counsel for the Texas Senate and Federal Elections Commission. She is one of a few attorneys representing Kuehn in a&nbsp;<a href="https://nebraskaexaminer.com/2024/09/12/lawsuit-seeks-to-invalidate-nebraskas-medical-marijuana-ballot-measures/">previous lawsuit against the marijuana measures</a>.

Strong also presided over that lawsuit filed Sept. 12, which was rooted in&nbsp;<a href="https://nebraskaexaminer.com/2024/09/13/secretary-of-state-celebrates-local-election-officials-in-finalizing-nebraskas-fall-2024-ballot/">petition signature challenges</a>. Strong&nbsp;<a href="https://nebraskaexaminer.com/2024/11/26/district-judge-sides-with-nebraska-medical-cannabis-ballot-sponsors-in-legal-challenge/">dismissed the case</a>&nbsp;on Nov. 26, which Kuehn is&nbsp;<a href="https://nebraskaexaminer.com/briefs/nebraska-medical-cannabis-case-appealed/">appealing</a>.

Solicitor General Eric Hamilton, defending Pillen in the latest lawsuit, said Kuehn’s request, if accepted, “opens the floodgate to some pretty expansive constitutional litigation in Nebraska at a very early stage.”

The speaker of the Legislature and secretary of state have similar duties to oversee successful legislation after a veto override or when the governor refuses to sign a bill, Hamilton argued. And the governor generally signs new bills into law.

Hamilton questioned whether lawsuits could be allowed at those stages to block ministerial duties as “brand new vehicles” for lawsuits under Kuehn’s arguments.

“We’ve had 150-plus years of constitutional litigation in Nebraska,” Hamilton said. “Mr. Kuehn hasn’t cited a single case in which the substantive validity of the statute has been tested in this manner.”

Greim said stopping the laws from taking effect would be in the public’s interest, which Gutman described as “absolutely bewildering” because of broad demand from Nebraskans statewide.&nbsp;

Greim has argued that ministerial duties should not be completed “blindly” if doing so would be against the law, and he said there had been “no chance” to litigate the claims until now.

Kuenn’s first lawsuit initially included the federal preemption and delegation arguments, though both were&nbsp;<a href="https://nebraskaexaminer.com/2024/09/27/district-court-judge-dismisses-some-but-not-all-charges-in-nebraska-medical-cannabis-lawsuit/">dropped early on in that case</a>.

“The public interest has to be key to the Constitution, not the results of any passing vote,” Greim said. “Otherwise, the public interest will never weigh in favor of enjoining an unconstitutional initiative petition.”

Strong said she was not going to comment on the merits of the federal preemption or delegation arguments as the case continues in her courtroom.

District judge lets Nebraska medical cannabis laws go into effect as second lawsuit continues

United States Attorney Susan Lehr announced the extradition of Abiola Kayode, 37, of Nigeria, to the District of Nebraska on a Conspiracy to Commit Wire Fraud Indictment, filed in August 2019 in Omaha, Nebraska.

&nbsp;In April 2023, law enforcement authorities in the Republic of Ghana arrested Kayode pursuant to a U.S. request for his extradition. Ghanaian authorities ultimately granted this request and surrendered Kayode to&nbsp;FBI special agents who brought him to the District of Nebraska.&nbsp;&nbsp;Kayode had an initial appearance on the Indictment on December 11, 2024. United States Magistrate Judge Michael D. Nelson ordered Kayode remain detained pending trial.

Kayode, who was on the FBI’s Most Wanted Cyber Criminal List, is alleged to have participated in a business email compromise (BEC) scheme from January 2015 to September 2016. The BEC scheme defrauded businesses in the District of Nebraska and elsewhere of more than $6 million. According to the indictment, Kayode’s co-conspirators posed as the chief executive officer, president, owner, or other executive of the targeted company.

Using e-mail accounts spoofed to make it appear as though they were from the company’s true business executive, Kayode’s co-conspirators directed business employees or recipients of the e-mail to complete wire transfers. The business employees, believing the requests were legitimate, complied with the wire transfer requests and wired the money as instructed by Kayode’s co-conspirators.

It is alleged Kayode provided bank account information to the co-conspirators who sent the fraudulent e-mails, and which directed business employees to wire money to accounts controlled by Kayode and others. These bank accounts largely belonged to victims of internet romance scams, who were instructed by co-conspirators to transfer the funds to other bank accounts.

Some of Kayode’s co-conspirators have already been convicted and sentenced. Adewale Aniyeloye, one of the fraudsters sending the spoofed e-mails to the target business, was sentenced in February 2019 to 96 months’ imprisonment and ordered to pay $1,570,938.05 in restitution. Pelumi Fawehinimi, a bank account facilitator, was sentenced in March 2019 to 72 months’ imprisonment and ordered to pay $1,014,159.60 in restitution.&nbsp;

Onome Ijomone, a romance scammer, was sentenced in January 2020 to 60 months’ imprisonment and ordered to pay $508,934.40 in restitution after his successful extradition from Poland. Other co-conspirators remain at large. Alex Ogunshakin, a co-conspirator who provided bank accounts for the scheme, was sentenced to 45 months’ imprisonment in October 2024 after his successful extradition from Nigeria.&nbsp;

“Four years ago, we identified six Nigerian nationals suspected of defrauding individual victims and businesses in Nebraska and other states of millions of dollars,” said FBI Omaha Special Agent in Charge Eugene Kowel. “Today, Abiola Kayode is the second of those co-conspirators to be extradited to stand trial in Nebraska. Our message to the remaining four co-conspirators; we are coming for you. Dismantling cyber-criminal groups that victimize U.S. citizens is a priority for the FBI, DOJ, and our international law enforcement partners.&nbsp;

The FBI, working together with our partners in Ghana, particularly the Office of the Attorney General and Ministry of Justice, the Ghana Police Service - INTERPOL, and the Ghana Immigration Service, will continue to pursue and bring to justice criminals who engage in Business Email Compromise and other fraud schemes.”

This case was investigated by&nbsp;the Federal Bureau of Investigation.&nbsp; The Department of Justice’s Office of International Affairs provided significant assistance in securing Kayode’s extradition.

An indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

Nigerian National Extradited to Nebraska to Face Fraud Scheme Charge

LINCOLN, NE – Governor Jim Pillen announced his appointment of Connie Edmond to the Board of Trustees of the Nebraska State College System. She will start Jan. 2. Her appointment term is six years and is subject to confirmation by the Nebraska Legislature.

Edmond is president of E&amp;L Associates in Lincoln. She formerly served as CEO of WRL CPA, also in Lincoln. 

Edmond was previously on the State College System Strategic Planning Committee 2025 and was a member of the Peru State College President Search Committee. She is currently serving on the Commission for African American Affairs.

Edmond is a graduate of Peru State College, where she studied accounting and business administration.

 </figure>The White HouseThursday’s announcement will commute the sentences of close to 1,500 individuals who were placed on home confinement and will pardon 39 individuals convicted of non-violent crimes.On Thursday, President Biden announced that he is granting clemency to nearly 1,500 Americans – the most ever in a single day – who have shown successful rehabilitation and a strong commitment to making their communities safer. The President is commuting the sentences of close to 1,500 individuals who were placed on home confinement during the COVID-19 pandemic and who have successfully reintegrated into their families and communities. He is also pardoning 39 individuals who were convicted of non-violent crimes. These actions represent the largest single-day grant of clemency in modern history.Together, these actions build on the President’s record of criminal justice reform to help reunite families, strengthen communities, and reintegrate individuals back into society. The President has issued more sentence commutations at this point in his presidency than any of his recent predecessors at the same point in their first terms. He is also the first President ever to issue categorical pardons to individuals convicted of simple use and possession of marijuana, and to former LGBTQI+ service members convicted of private conduct because of their sexual orientation. In the coming weeks, the President will take additional steps to provide meaningful second chances and continue to review additional pardons and commutations.Americans receiving relief today include:<ul>
 <li>A decorated military veteran and pilot who spends much of his time helping his fellow church members who are in poor health or unable to perform strenuous tasks;</li>
 </ul><ul>
 <li>A nurse who has led emergency response for several natural disasters and who helped spearhead vaccination efforts during the COVID-19 pandemic; and</li>
 </ul><ul>
 <li>An addiction counselor who volunteers his time to help young people find their purpose, make better choices, and refrain from destructive behaviors and gang involvement.</li>
 </ul>As the President has said, the United States is a nation of second chances. The President recognizes how the clemency power can advance equal justice under law and remedy harms caused by practices of the past.The nearly 1,500 individuals who received commutations today have been serving their sentences at home for&nbsp;at least&nbsp;one year under the COVID-era CARES Act. These Americans have been reunited with their families and shown their commitment to rehabilitation by securing employment and advancing their education. The 39 individuals receiving pardons today were convicted of non-violent crimes, including drug offenses, and have turned their lives around. These individuals are parents, veterans, health care professionals, teachers, advocates, and engaged members of their communities. Many of them have used their experiences in the criminal justice system to inspire and encourage others.Individual Clemency Actions Throughout the Biden-Harris AdministrationThe President is intent on granting clemency to individuals convicted of non-violent crimes who were sentenced under outdated laws, policies, and practices that left them with longer sentences than if the individuals were sentenced today.To address these injustices, President Biden has taken several bold clemency actions throughout his Administration, including:<ul>
 <li>In April 2022, the President granted clemency to individuals with various drug-related offenses and some individuals on CARES Act home confinement. In total, he granted three pardons and 75 commutations.</li><li>In December 2022, the President granted clemency to recipients with various drug- and alcohol-related offenses. In total, he granted six pardons.</li><li>In April 2023, the President granted clemency to recipients on CARES Act home confinement. In total, he granted 31 commutations.</li><li>In December 2023 and April 2024, the President granted clemency to individuals sentenced for non-violent drug offenses. In total, he granted 11 pardons and 16 commutations.</li>
 </ul>These individual actions have helped to transform these individuals’ lives and positively impact their communities. Federal convictions make it difficult to secure housing, jobs, educational opportunities, benefits, and health care; all essential to living a healthy and productive life. Through his use of the clemency power, President Biden has taken steps to unlock doors of opportunity that would have otherwise remained closed to these recipients, who deserve a second chance.Categorical Clemency Actions throughout the Biden-Harris AdministrationIn addition to these individual clemency actions, President Biden has issued a number of categorical pardons to certain groups of people. The President has used categorical clemency more than any of his predecessors, which has allowed him to widely and systemically respond to historic injustices. His bold and unprecedented categorical actions, broadly outlined below, include the following:<ul>
 <li>In October 2022, the President issued a full, complete, and unconditional categorical pardon for the offense of simple possession of marijuana.</li><li>In December 2023, the President issued another proclamation that expanded earlier relief for the offenses of simple possession of marijuana, attempted simple possession of marijuana, or use of marijuana, regardless of whether the individual had been charged with or prosecuted for the offenses on or before the date of the proclamation.&nbsp;</li><li>In June 2024, the President issued a full, complete, and unconditional categorical pardons to certain former military service persons convicted of offenses based on their sexual orientation, specifically unaggravated offenses based on consensual, private conduct with persons age 18 and older occurring between May 31, 1951, and December 26, 2013, as well as attempts, conspiracies, or solicitations of such conduct.</li>
 </ul>&nbsp;The President’s categorical approach to clemency has also inspired leaders across the country to take similar action. Over ten states and localities, including Maryland and Massachusetts, have issued categorical clemency for marijuana convictions, impacting hundreds of thousands of people and allowing individuals to move past their convictions and move on with their daily lives.While today’s announcement marks important progress, there is more to come. President Biden will continue to review clemency petitions and deliver criminal justice reform in a manner that advances equity and justice, promotes public safety, supports rehabilitation and reentry, and provides meaningful second chances.
