Union Pacific Railroad has appointed Andrew Brady to vice president-External Relations, following Printz Bolin’s retirement at the end of February.

Based in Union Pacific’s Washington, D.C., office, Brady is responsible for communicating inside the Beltway about national and state-specific industry issues and projects, including economic and safety regulation, passenger rail, security and labor. He previously served as Union Pacific’s assistant vice president-External Relations. Prior to joining the railroad five years ago, Brady was assistant vice president-Government Affairs at the Association of American Railroads. He also served in various roles in the U.S. House of Representatives from 2011-2016, after beginning his career in the Congressional and Public Affairs division of the U.S. Chamber of Commerce.

Bolin was appointed Union Pacific’s vice president-External Relations in 2018, promoting and defending the railroad’s interests as the primary liaison between elected officials, key Congressional committees and Executive Branch agencies, including the U.S. Department of Transportation and Surface Transportation Board. He joined Union Pacific in 1991, holding various roles with the railroad after serving as a senior staff member in the U.S House of Representatives and U.S. Senate.

Union Pacific Announces Appointment of Andrew Brady to Vice President-External Relations, Retirement of Printz Bolin

Lincoln, Nebraska, Jan. 22, 2024 – Nebraska USDA Farm Service Agency (FSA) is reminding producers now is the time to make elections and enroll in the Agriculture Risk Coverage (ARC) and Price Loss Coverage (PLC) programs for the 2024 crop year. The signup period is open through March 15, 2024, and producers are encouraged to begin working with their USDA county Farm Service Agency (FSA) office to complete the process.

Producers can learn about the ARC and PLC options for 2024 during a series of workshops hosted by the University of Nebraska-Lincoln’s Center for Agricultural Profitability (CAP) and Nebraska FSA that will be held across the state in February.&nbsp;

A workshop in North Platte is scheduled for 1-4 p.m. on Feb. 21, at the West Central Research, Extension and Education Center, 402 W. State Farm Road.

ARC and PLC are key USDA safety-net programs that help producers weather fluctuations in either revenue or price for certain crops.

“Safety-net programs like ARC and PLC are designed to help producers mitigate some of the financial stressors associated with crop production. I encourage farmers to evaluate their program elections and enroll for the 2024 crop year,” said Nebraska FSA Acting State Executive Director Tim Divis.

Brad Lubben, Nebraska Extension policy specialist, said changes in commodity crop prices over the past several years may influence producers’ ARC/PLC decision-making process for 2024.

“With the one-year extension of the 2018 Farm Bill, producers face a familiar choice between ARC and PLC for 2024, but under different circumstances now as compared to the past several years,” said Lubben. “Understanding the program mechanics and analysis will help producers make sound enrollment decisions with FSA.”

ARC provides income support payments on historical base acres when actual crop revenue declines below a specified guaranteed level. PLC provides income support payments on historical base acres when the effective price for a covered commodity falls below its effective reference price. Producers can elect coverage and enroll in ARC-County or PLC on a crop-by-crop basis, or ARC-Individual for the entire farm, for the 2024 crop year. Although election changes for 2024 are optional, enrollment (signed contract) is required for each year of the program. If a producer has a multi-year contract on the farm, it will be necessary to sign a new contract for the farm by the March 15th deadline if a 2024 election change is desired.

If an election is not submitted by the deadline of March 15, 2024, the election defaults to the current election for crops on the farm from the prior crop year.

All program participants are encouraged to review their previous program elections, Divis said.

The Mid-Plains Community College Rodeo Team will host its annual spring fundraiser rodeo in McCook March 8-9.

Performances are open to the public. They will begin at 7 p.m. each night at the Kiplinger Arena at the Red Willow County Fairgrounds. Slack is scheduled for noon March 8 and at 10 a.m. March 9.

Admission for the regular performances is $10 per person with the exception of children 12 and younger – who will be admitted free.

Concessions and team merchandise will be for sale both days. Proceeds will go toward a combination of scholarships, practice equipment and travel expenses for rodeo team members.

The fundraiser is sanctioned by the Kansas Pro Rodeo Association and the Nebraska State Rodeo Association. It is sponsored in part by a grant from Red Willow County Tourism.

Phillips Rodeo Company is the stock contractor.

United States Attorney Susan Lehr announced that Cody D. Vancura, 30, of Lexington, Nebraska, was sentenced on February 7, 2024, in federal court in Lincoln, Nebraska, for transportation of child pornography with a prior conviction.&nbsp; 

Senior United States District Court Judge John M. Gerrard sentenced Vancura to 240 months’ imprisonment. There is no parole in the federal system. After Vancura’s release from prison, he will begin an 8-year term of supervised release.

In January of 2021, Vancura saved child pornography files to his online Google account. The IP address associated with the Google activity was traced to Vancura’s cell phone. Law enforcement contacted Vancura in May of 2021 and he acknowledged ownership of the Google account and cellphone.&nbsp; Vancura also stated he had 219 images of child pornography saved on his cell phone.&nbsp; Vancura also utilized applications on his phone to chat with other online users, send and view child pornography, and pretend to be other people, including children.

Law enforcement conducted a forensic examination of Vancura’s phone and observed at least 200 images and seven videos depicting child pornography.

Vancura had been convicted previously of attempted sexual assault of a minor in Red Willow County, Nebraska in 2014.

This case was investigated by the Nebraska State Patrol and brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by U.S. Attorneys’ Offices and CEOS, Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims. United States Attorney Susan Lehr announced that Jeron Messersmith, 29, formerly of McCook, Nebraska, was sentenced on February 7, 2024, in federal court in Lincoln, Nebraska, for attempted production of child pornography and production of child pornography. Senior United States District Judge John M. Gerrard sentenced Messersmith to 372 months’ imprisonment. 

There is no parole in the federal system. After Messersmith’s release from prison, he will begin a 20-year term of supervised release. Additionally, Messersmith was ordered to pay $9,000 in restitution.

In February of 2021, Messersmith’s cellphone was downloaded and reviewed as part of a child sex assault investigation. While reviewing the phone, law enforcement discovered child pornography. Law enforcement additionally found numerous text messages and social media conversations between Messersmith and several minor females. 

In the conversations, Messersmith often requested sexually explicit files from each minor and engaged in romantic and sexual conversations. Photos or videos of each of the minor victims were located on Messersmith’s phone. Pursuant to some of the messages, Messersmith had attempted to travel to another state to engage in sexual relations with one of the minor females.

This case was investigated by the McCook Police Department and brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by U.S. Attorney’s Offices and CEOS, Project Safe Childhood marshals federal, state, and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims. OGALLALA, NEB. - Family, friends, classmates, community members were all in attendance at the Ogallala High School Performing Arts Center to watch Ogallala Senior Harry Caskey to sign his national letter of intent to continue his football and academic career at Air Force.&nbsp;

Caskey, who was recruited as an athlete, will be playing outside linebacker for the Falcons. He committed to Air Force on September 8th, 2023, before the Cozad game. During his senior season, Caskey was a dominate force on both sides of the ball. 

Offensively, he would finish with 1,132 rushing yards while finding the endzone twelve times. He joined fellow senior Caden Rezac with over 1,000 rushing yards on the season. Defensively, Caskey led the team with 72 total tackles.&nbsp;&nbsp;

Brown, South Dakota, Dartmouth, Northwest Missouri State are just a few schools who offered scholarships. Caskey, who recently had hand surgery, is out for the basketball season but will be healed and ready to go by June.&nbsp;

Wallace, NEB. - According to Nebraska State Patrol officials, at approximately 1:00 p.m. Monday, NSP was called to a two-vehicle crash on Highway 23 near Wallace. Upon arrival, troopers located a Ford F-150 and a semi that had collided. Preliminary investigation shows that the westbound F-150 crossed the center line into the eastbound lane. 

The eastbound semi driver attempted to drive onto the shoulder to avoid the collision, but the two vehicles collided in the eastbound lane. The driver of the F-150, James Armbruster, 73, of Wauneta,  was pronounced deceased at the scene. The driver of the semi was not injured.

OMAHA — If you’ve put off getting a photo ID in Nebraska and you plan to vote in this spring’s primary elections, get it done.

This year, election officials must check your ID before you can vote, including if you’re voting early by mail.

Douglas County Election Commissioner Brian Kruse fired a warning flare Wednesday, reminding voters of a change to state law.&nbsp;

New this year: Voters requesting a ballot to vote early must provide their ID number from a driver’s license or state ID card.&nbsp;

The state has created a website —&nbsp;<a target="_blank" href="https://sos.nebraska.gov/elections/voter-id">https://sos.nebraska.gov/elections/voter-id</a>&nbsp;— to help voters prepare. People can find their county election offices&nbsp;<a target="_blank" href="https://sos.nebraska.gov/elections/election-officials-contact-information">here</a>.&nbsp;

Those unwilling to write down an ID number on the request form can instead enclose a photocopy of a state-approved photo ID, which could be&nbsp;passport, college ID or military ID<b>,</b>&nbsp;among others. People with disabilities, illness or religious exceptions can fill out an exception form.

In Douglas County, about half of voters vote early by mail or early in person at the county election office. About 160,000 people have signed up for the county’s early voting list.

“I’m expecting about 85,000 of these (cards) to come back,” Kruse said. “So when voters get them, return them as soon as you can so we can process them.”&nbsp;

State election officials, including Nebraska Secretary of State Bob Evnen, have urged voters to take steps now to reduce the chances of running into trouble while voting.

His office reminded residents in the 11 rural counties that vote entirely by mail that they need to put their ID information on the envelope used to return their ballots. The state’s all-mail-voting counties are Boone, Cedar, Cherry, Clay, Dawes, Dixon, Garden, Knox, Merrick, Morrill and Stanton.

Nebraskans adopted a constitutional amendment in 2022 requiring that election officials check a voter’s photo ID. Lawmakers implemented the change by passing&nbsp;<a target="_blank" href="https://nebraskalegislature.gov/FloorDocs/108/PDF/Slip/LB514.pdf">Legislative Bill 514</a>.

During bill discussions, defenders of the voting status quo said the burden of requiring an acceptable ID would fall hardest on senior citizens and people without easy access to transportation to get an ID.

Part of the new law included money set aside to pay for a free state ID for voting from the Nebraska Department of Motor Vehicles if a person does not have one.

Those who pressed for the constitutional amendment said the new law did not go far enough. This year, the Legislature is considering some language fixes that were filibustered.

Evnen, in a statement last month, said, “Every Nebraska voter should be thinking about how voter ID will impact their voting plan,” whether they plan to vote in person or by mail.

The primary election is May 14. Counties will start mailing out requested early voting ballots on April 8. In-person early voting will begin April 15. People must take an ID or vote provisionally and show one afterward.

Kruse said provisional ballots that are cast without a photo ID or number must be cleared up by the close of business on May 21. He said people must take an ID to the county election office.

Like many county election offices across the state, Kruse’s office has been staffing up a little earlier in anticipation of needing more time to review ballot applications.

He said the changes would add an average of 30 seconds to a minute to the time it takes to verify ballot requests. Staff are preparing to answer questions from people unaware of the change.

As for what people should expect this spring at the polls, Kruse said his office is hiring a greeter for every polling place to remind people of the requirements before they wait in line.

“Just bring your ID to the polling place,” he said. “If you forget your ID, you can go get it and come back or you can fill out a provisional and … bring your ID to the office.”

NORTH PLATTE - The North Platte city council held their regular meeting on February 6th, and different agendas were discussed amongst the council. Topics discussed was the snow route adaptation, final annexations, skatepark design team and so much more.

Southwest Nebraska Public Health Department (SWNPHD) encourages residents to get their MMR vaccines on time to protect against measles. Measles is a very contagious disease that causes high fevers and rash. It was rare in the United States since the invention of the measles vaccine in 1963, but recently cases of measles have been reported in several states. There have not been any cases reported in Nebraska yet. There are large outbreaks of measles in Europe and other parts of the world, so in this global era it is very important to be protected from this serious illness.

“Measles is a highly contagious vaccine-preventable disease,” states Melissa Propp RN, Clinic Manager with SWNPHD. “The MMR vaccine we use is very safe and effective.&nbsp; Measles can be a very dangerous disease for young children and babies.”

Signs and symptoms of measles start with high fever, cough, runny nose, and red watery eyes. Two or three days after symptoms begin, tiny white spots known as Koplik spots can be seen in the mouth.&nbsp; A few days later a red rash usually appears on the face and then spreads to the rest of the body. Symptoms of measles can appear anywhere from 2 days to 2 weeks after exposure.

Measles spreads quickly when people come in contact with the virus. Nine out of 10 unvaccinated people will develop measles if they are exposed. This virus spreads when an infected person coughs or sneezes. The measles virus can stay in the air and on surfaces for up to two hours after a person leaves a space, according to the Center for Disease Control and Prevention (CDC).&nbsp; A person with measles can spread the disease to other people before they show symptoms.

CDC recommends that people get MMR vaccine to protect against measles, mumps, and rubella. Children should get two doses of MMR vaccine, starting with the first dose at 12 to 15 months of age, and the second dose at 4 through 6 years of age. Teens and adults should also make sure to be up to date on their MMR vaccinations, especially if planning on traveling to areas outside the US.

North Platte, Neb. – To ensure an environment that promotes wellbeing and workplace safety, Great Plains Health is implementing a new safety screening in the emergency department. &nbsp;

“Great Plains Health is a place of compassion and healing,” said Ivan Mitchell, Great &nbsp;Plains Health chief executive officer. “The safety of our patients, staff and visitors is &nbsp;important to us. We are using the latest technology to add an extra layer of security to &nbsp;encourage an even safer environment, without impacting the visitor experience.”&nbsp;

Safety measures go into effect February 12. All patients, visitors and staff entering the &nbsp;emergency department will pass through the Evolv security screening device, which &nbsp;helps detect weapons while minimizing disruption. The screening is brief, and requires &nbsp;individuals to walk through a detector similar to what visitors at a concert or sporting &nbsp;venue may encounter. Individuals walk through the screening without needing to &nbsp;remove items or any clothing. The system can differentiate between real threats and the &nbsp;everyday metal items people carry with them such as belts and jewelry, or medical &nbsp;implants such as heart monitors.&nbsp;

Great Plains Health is a weapons-free facility. The addition of the screening was not in response to any particular incident locally, but rather is designed to uphold policies, and promote an environment of safety, civility and healing. The new safety measure is an extra step to ensure safety among the growing nationwide trend of violence in healthcare settings. Great Plains Health is committed to offering patients, staff and visitors a safe environment where healing is the focus.&nbsp;
